Free Expression Requirements and Standards

Familiarize yourself with policies and guidelines on the requirements of freedom of expression and demonstration throughout Rutgers. Academic and administrative leaders and supervisors are charged with ensuring that individuals within their units comply with university policies. Individuals should report to the Rutgers University Police Department any dangerous activity or suspected violations of the law.

Academic Freedom

In expressing those ideas which seem to them justified by the facts, Rutgers faculty and teaching staff are expected to maintain standards of sound scholarship and competent teaching.

Acceptable Use for Information Technology Resources

Rutgers protects the privacy and integrity of university information while enabling the free exchange of ideas.

Code of Student Conduct

The University Code of Student Conduct sets specific expectations for Rutgers University student behavior.

Disruptions: Administrative Policy and Response

The right of free expression does not include the right to engage in conduct that disrupts the university’s operations or endangers the safety of others.  

Electoral Political Activities and the Use of University Resources

The use of Rutgers resources for political activities is prohibited. The university maintains a position of non-partisanship. 

Facilities Use

It is the obligation of the university to make efficient and effective use of all available resources for the furtherance of the university's mission of teaching, research and public service.

Guidelines for Free Expression on Campus

All Rutgers community members must obey the law, comply with university policies, engage in civil discussions, and treat each other with dignity and respect.

Policy Prohibiting Discrimination and Harassment

Rutgers is committed to responding to all forms of prohibited discrimination, harassment, and retaliation.

Policy Prohibiting Workplace Violence

Rutgers University prohibits workplace violence or threats of violence.

While freely expressing ideas, faculty are expected to maintain standards of sound scholarship and competent teaching.
